FRESH Partners Participation in the Development of Goal #4 (Quality Education) of the UN Sustainable Development Goals
The members of the FRESH Partnership participated actively in the development of Goal #4 of the UN Sustainable Development Goals, helping to create a consensus on the need for health and personal social development (HPSD) education as part of an accessible, equitable, broad, inclusive, balanced and holistic education for all children.
As part of this process, the FRESH Coordinating Committee members reviewed several drafts of Target 4.7 of the goals, seeking to include the concept of health or life skills education within the wording of that target. Some progress was made and members of FRESH continue to advocate for a greater focus on this objective as the indicators of that Goal #4 are developed.
As well, a joint brief from FRESH Partners was submitted to the Incheon Conference on Education in 2015. The wording of the conference statements (NGO and official) do reflect the FRESH members concern that HPSD or life skills education be included.
Subsequent to this success in having the wording of the 2015 Incheon Declaration modified to include health and life skills (which was reflected in the 2030 Education Framework for Action) the members of the FRESH Working Group have been tracking if and how the various UN agencies are planning to monitor health and development as part of Goal #4 and Target 4.7 as well as the Global Education Monitoring Report.
An analysis of the current status of such monitoring has been done and members of the FRESH Coordinating Committee are corresponding and interacting with various related organizations. FRESH Partners have agreed to recognize the complexity and challenges facing the groups trying to monitor progress towards the UN goals and to try to help them in regards to collecting data on SH policies and health/life skills education curricula as well as other components of the FRESH framework. (For example, the last global survey of the status of such curricula was done in 2007.)
